Core civic learning modules

Every module presents foundational concepts alongside multiple perspectives on contested public debates.

MODULE 01 · INSTITUTIONS

What Local, State & National Institutions Do

India’s three-tier governance: Gram Panchayats & Municipal Corporations, State Assemblies, and Union Parliament. Understand who is responsible for what.

Contested Perspective: Centralisation vs. Local Devolution
✦ View A: Strong centralisation ensures uniform standards, national security, and equal resource redistribution across states.
✦ View B: Local panchayats and municipal councils understand neighborhood issues best and should hold greater financial autonomy.
✍️ Practical Reflection: Identify whether streetlights, highways, and primary health clinics are managed by your local, state, or central government.
MODULE 02 · PUBLIC SERVICES

How Public Services Work & How Budgets Are Spent

Where tax revenues come from, how municipal budgets are planned, and how citizen charters and Right to Information (RTI) protect public funds.

Contested Perspective: Direct Benefit Transfers vs. Universal Infrastructure
✦ View A: Cash transfers directly to citizen accounts minimize corruption leakage and empower families with purchasing autonomy.
✦ View B: Public capital expenditure on world-class schools, hospitals, and transit creates permanent community assets that endure for generations.
✍️ Practical Reflection: Read a sample municipal budget summary and calculate the ratio between drainage maintenance and administrative salaries.
MODULE 03 · CRITICAL THINKING

How to Distinguish Evidence, Opinion & Allegations

Media literacy in the digital era: learning to differentiate primary records (gazettes, contracts, court orders) from subjective commentary and unverified claims.

Contested Perspective: Speed vs. Verification in Breaking News
✦ View A: Instant digital reporting alerts citizens to unfolding emergencies and administrative failures in real time.
✦ View B: Rushing to publish unverified claims amplifies false rumors, harms reputations, and polarizes public opinion without due process.
✍️ Practical Reflection: Review three statements and identify which is a factual record, which is a value judgment, and which is an allegation requiring proof.
MODULE 04 · CIVIC DISCOURSE

How to Discuss Disagreements Respectfully

The art of constitutional disagreement: listening to understand, avoiding personal insults, steel-manning opposing views, and finding shared community priorities.

Contested Perspective: Rapid Urban Infrastructure vs. Environmental Conservation
✦ View A: Flyovers, metro lines, and industrial corridors generate jobs and raise millions of families out of poverty.
✦ View B: Protecting urban wetlands, urban forests, and tree canopies prevents fatal heatwaves and severe monsoon flooding.
✍️ Practical Reflection: Write down the two strongest, most reasonable arguments supporting a viewpoint you personally disagree with.
MODULE 05 · DIGITAL CITIZENSHIP

How to Protect Personal Information & Privacy

India’s DPDP Act 2023, data minimization principles, recognizing dark patterns, and protecting your digital footprint as a young citizen.

Contested Perspective: Universal Digital ID vs. Citizen Privacy Boundaries
✦ View A: Universal digital identification streamlines welfare delivery, prevents duplicate identities, and makes banking accessible.
✦ View B: Centralized digital tracking increases surveillance risks, data breach exposure, and exclusion of vulnerable citizens without smartphones.
✍️ Practical Reflection: Audit an app on your family phone: examine why a basic utility like a calculator should never request access to contacts or location.
MODULE 06 · COMMUNITY SERVICE

Age-Appropriate, Supervised Community Activities

Practical, safe, nonpartisan projects young people can undertake under adult guardian or school supervision to serve their local neighborhood.

Strict Safety & Nonpartisan Rules
✦ Parental Supervision: Must always be accompanied by a parent, guardian, or teacher.
✦ Zero Danger: Never confront officials, investigate corruption, or enter dangerous public works zones.
✦ No Political Slogans: Community service is for all citizens, completely separate from party politics.
✍️ Practical Reflection: Plan a safe 1-hour weekend native tree stewardship walk or neighborhood library reading circle with your parent.
